Foreign workers compose a large share of the Malaysian labor force and many sectors critically rely on them. As part of its workforce and human resource management strategy, the Malaysian government asked the World Bank to conduct an extensive study of the impact of foreign workers on labor markets and firm productivity, and to evaluate the current policy regime. This report presents the main analytical findings as well as policy recommendations for Malaysia, which are also highly relevant to other middle income migrant destination countries.
